LOL, that's a little over the top. That has to be a troll trying to see how many people will bite.

The development tools are free. You can go to VSDSP Forum, at www.vsdsp-forum.com to ask questions and download latest software. The official versions are at VLSI's website, www.vlsi.fi.

VLSI Solution's own webshop sells the official evaluation and development boards, but some of them are a bit expensive... Cheapest one for VS1053 is the VS1053 Simple DSP board at EUR 45. But for EUR 80 you get a developer starter kit which has the Simple DSP Board, a USB-UART cable, a copy of the VSIDE development software and a printed VS1053 handbook.

If you only need OGG then you can get a VS1000 Module for EUR 20. It has a VS1000, microSD card slot plus 2 megabytes of internal flash. It starts to play ogg files from the internal flash just by connecting a 5 volt supply. And if you connect a microSD card, it plays from there. It's also fully reprogrammable.
That's at http://verkkokauppa.planeetta.net/epages/Planeetta.sf/en_GB/?ObjectPath=/Shops/vlsi/Products/%22VS1000C%20Audio%20Module%22
