I got an EVK1100 development kit (and Atmel Studio 6), but there's no way to program it (no way to download code) as no debugger hardware was included. If I buy the Atmel AVR Dragon, will this be enough to start downloading programs? Is this the right accessory? Do I need any other special cables or hardware? Thanks!

These chips come with in-built bootloader. All you need is a USB cable.
Look for DFU bootloader in the AVR32 documents section of the Atmel website.
