Attiny25 not programming, need some help

Im trying to program an attiny25 using avrdude and usbasp programmer but I get this message

 

After doing some research it seems like the programmer is running too fast for the microcontrollers default clock which I believe is 1 Mhz from the factory. I tried the -B and it still gives me the same error. I then connected my atmega16, and it read it. So I reset the fuse bits to 1 Mhz on the atmega16 (trying to emulate that of the atinys) and it still reads it, though gives the same warning but no error. Does that mean I have a bad microcontroller or is the programmer still at fault ?, because it seems to be reading my atmega16 just fine even with the 1 Mhz clock

Please show a simplified schematic for the ATtiny25 - power, ground, bypass caps, and ISP connections.

 

Try adding -vvvv to the avrdude command line - this gives verbose output.

 

If you have an arduino board sitting around, you can program it to act as an ISP downloader.
