Both are usbasp but whats difference between them as the price of one is just half of another

They are completely different products. The first is an "Indian" USBASP. The second is a standard "USB->UART" dongle.
In Europe we pay about $3 for a proper Chinese USBASP from China (long delivery) or about $6.16 if we want one (quickly) from the UK.
The "Indian" USBASP is about $5.78 which is not unreasonable price but only Indians can vouch for the quality or delivery.
I know that we have quite a few Indian members on this forum. Perhaps they could advise.
But it seems more sensible to ask for advice on Indian electronics on an Indian website.
Regarding Chinese electronics. Every country in the world uses Chinese electronics. So it is likely that an Outer Mongolian Forum has got direct experience.
In fact AvrFreaks has got at least one member from Ulan Bator.
