problems in programming atmega16 using usbasp

hello, I'm a newbie to avr microcontroller.
i'm trying to use atmega 16. I have bought a usbasp to program it. i tried using softwares like extreme-burner,sinaprog,Winavr too. to burn a flash file into mega16 but it provides error like:

[b] avrdude: warning: cannot set sck period. please check for usbasp firmware update.
avrdude: error: programm enable: target doesn't answer. 1
avrdude: initialization failed, rc=-1.
[/b]

exactly whats the problem? please help me.

Wel it says the target doesn't answer. This could be for many reasons but maybe start with the assumption that it's a wiring problem?

yep, it programs when i use it on breadboard.
but not when i connect to board and then program

now actually i'm getting a problem in reprogramming.
i was using sinaprog and i program fuse and then i tried to reprogram its not working...
please Help.
