1.  You should remove C13, C14. 2.  Make R100 1k0 3.  use avrdude.exe to control your USBASP.   4.  Use diff.exe to compare your edits...

Also with hobby servos, you don't need exactly 50Hz. They will work within quite a wide range of frequency.
