Shouldn't there be a pull up resistor on the eeprom clock line? The lack of that could be the root cause. Maybe cracked solder joint, bad through hole plating...

This is current status with code: But you haven't enabled the receive interrupt, so how could you possibly be getting anything back from the AVR?
