I figure they expect it to spin past a coil to sense the rpm. I think I'd try putting some hall effect sensor and watch for the Norse and the Souths to go past.

Check that you properly configured the I/O pin as an output.   JC

Often a decaying average is enough. But if you do not want to have any historical data after a given number of sampls, the simple moving average is better...
