Definitely using an LM317 is easier, other way will be an uC - PWM - transistors. There is circuits on the web for LM317 variable voltage regulation.

Jim, terem is Atmel ICs too. I can't remember right, but Atmel acquire the company that made this ICs on 2011 or 12. I just had the three phase IC board....
